If I am using a moisturizer with a SPF of 30 is it necessary to use a sunscreen?   I do understand the importance of re-applying when in the sun for prolonged periods.

An SPF 30 is an SPF 30 whether we call it a "sunscreen" or "moisturizer". I'm sure you are fine for minimal sun exposure.
